JAKARTA – Forum Group Discussion (FGD) Ikatan Media Online (IMO Indonesia) akhirnya sepakat membentuk tim khusus dalam rangka meninjau kembali RUU Omnibus Law Cipta Kerja, acara FGD berlangsung kemarin pukul 14.00 – 17.00 di Cafe & Resto The Ache Connection, Sarinah Jakarta, Sabtu (29/2/2020).

FGD IMO Indonesia di laksanakan DPW IMO Indonesia DKI Jakarta beserta sejumlah narasumber yang memiliki kepakaran di bidangnya masing – masing, antara Lain Helex Wirawan (yang ahli hukum), Dr.Yuspan Zalukhu (Akademisi & ahli Hukum), Maskur Husain (Advokat dan Ketua Umum DPP HPI), M. Nasir Bin Usman (Sekjen DPP IMO), Ismet (Kementerian Hukum dan HAM), dan Yakub Ismail (Ketum DPP IMO Indonesi), Muliansyah A. Ways (Ketua DPW IMO DKI Jakarta) serta sejumlah media yang berada di Jakarta.

Dalam diskusi tersebut juga mengalami satu perdebatan yang alot terkait dengan RUU tersebut, baik yang memberikan dukungan RUU dan memberikan alasanya hingga yang menolak, namun argumentasi yang di lontarkan setiap narasumber dan peserta FGD sebagai berikut.

M. Nasir Bin Usman selaku narasumber pertama menyatakan “Pemerintah sekarang ini hanya berpura – pura baik kepada pers namun pemerintah berniat memangkas media sehingga pengusaha pers semakin merasa tersisih dan tersingkir. Tutur Nasir dalam Sapaanya.

Hal yang berbeda di sampaikan Ketua Umum DPP IMO Indonesia “Terkait dengan rancangan UU tersebut, pada Presiden Jokowi terpilih saat pidato pertama disebut akan ada regulasi baru tentang seperti apa onimbus law, tentu Onimbus law menjadi ruang yang cukup penuh dalam diskusi publik yang dapat mengungkapkan UU NO. 13 tentang ketenagakerjaan pers yang notabene jarang tersentuh, di dalamnya ada 2 pasal yang dapat dikembangkan, yakni Pasal 11 tentang bagaimana asing dapat masuk dalam pers nasional” . Kata Yakub Ismail.

Ismail menambahkan “Kita sudah masuk dalam bagian MEA memiliki konsekuensi kita tidak bisa mundur malah maju Menjadi masyarakat asia pasifik dan menglobal. Sehingga menjadi tantangan baru dalam dunia usaha dan Semangat nasionalisme untuk tetap menjadi tuan di negeri sendri, sedangkan di pasal 18 terkait dengan denda tidak hanya 500 tapi menjadi 2 milyar, sanksi pidana, denda yang cukup tinggi sehingga menimbulkan efek jera untuk yang memiliki niatan tidak baik akan hilang sendiri. Tutur Yakub.
Maskur Husen melihat RUU Omnibus Law masih menjadi silang pendapat, Dibilang wacana tetapi dirasa sebagai pengalihan isu karena saat membaca draft secara utuh pemerintah dapat mengubah UU, tiba tiba RUU Omnibus Law Dapat memangkas UU ketenagakerjaan, pers, dll. Ini peluang bagi kita untuk bersiap siap apabila ini diterima, kita harus mempunyai apa dan mengapa, Supaya pers tidak dapat dilemahkan”.

Ahli hukum lain dan akademisi Helex Wirawan Omnibus Law juga menyatakan “yang berakitan dengan Industri media Pasal 11 dan 18 yang memiliki perubahan Pasal 11: Penanaman modal asing, memberi tantangan sekaligus peluang, Kapan dominasi asing, Paal 18: menagtur perubahan tentang pasal 40 Yang menghalangi Pasal 5 : aturan – aturan main pers, Pasal 9 : media harus berbadan hukum, Pasal 12 khsus media cetak harus memiliki badan yang jelas, Pasal 13 tentang iklan Melalui Omnibus Law campur tangan pemerintah semakin besar”. Ungkap Wirawan.

Sedangkan Narasumber lain Dr.Yuspan Zalukhu melihat “Bagaimana menakar ruu cipta kerja terkait IMO, Latar belakang kegiatan kita adalah berinisiatif untuk mendorong percepatan investasi di indonesi, membuka lapangan kerja, yang mendorong dengan rencana program bahwa tujuan pemerintah adalah positif ada hal-hal yang menjadi pro kontra masyarakat terutama pihak – pihak yang bersentuhan langsung dengan UU yang direvisi, sehingga konsentrasi Kita jangan terpaku pada 2 pasal itu, kita boleh menyampaikan aspirasi yang benar-benar real .
