Gubernur Sumbar: OPD Mesti Publikasikan Kegiatannya di Media
PADANG – Setiap Organisasi Perangkat Daerah (OPD) dilingkup pemerintah mesti mempublikasikan kegiatannya di media massa agar diketahui peran dan fungsi dalam memajukan pembangunan di Sumatera Barat. Dan jangan ada OPD yang takut dengan wartawan dan media, mestinya berteman dalam upaya menyebarluaskan informasi publik sesuai UU no 14 tahun 2008 tentang Keterbukaan Informasi Publik.
Hal ini disampaikan Gubernur Sumatera Barat Irwan Prayitno dalam rapat khusus kepala OPD dilingkungan Pemprov Sumbar tentang publikasi keberhasilan dan kegiatan OPD melalui media massa, di Aula kantor Gubernur, Jum’at (21/2/2020).
Gubernur lebih lanjut menyampaikan, kadang kita merasa media tidak adil dalam pemberitaan karena jika ada peristiwa hangat, persoalan hukum, tindak prilaku dikalangan ASN yang tidak ada hubungan dengan kerja, menjadi pemberitaan yang heboh dan terus dikupas.
“Namun pada saat ada kegiatan pembangunan yang dekat dengan pelayanan publik, kadang beritanya tampil terasa dingin saja dan sepi saja. Malahan kadang wartawannya hadir tapi tidak ada berita yang menjadi hangat dan menarik banyak pembaca”, ujar Irwan Prayitno.
Irwan Prayitno juga mengatakan, sudah 9 tahun menjabat sebagai gubernur, namun banyak kalangan yang mengatakan kita tidak bekerja dan tidak ada apa-apanya. Padahal saya tahu Badan, Dinas, Biro dan Kantor dilingkungan pemprov Sumbar sudah bekerja maksimal.
“Ini terlihat dari penghargaan MenPAN RB terhadap Laporan Antabilitas Kinerja Instansi Pemerintahan (Lakip) yang saat sudah mendekati nilai A dari BB yang gemuk. Tuduhan kita tidak bekerja itu sesuatu yang tidak benar. Namun juga disadari apa yang kita lakukan tidak pernah kita beritakan di media, sehingga tidak banyak masyarakat yang mengetahuinya”, ujarnya.
Irwan Prayitno mengatakan, bagi saya publikasi bukanlah hal penting, bukti kerja menjadi sesuatu yang wajib. Akan tetapi karena tuntutan aturan perundang-undangan, dalam informasi kegiatan pembangunan yang berdampak pada masyarakat menjadi hak publik untuk mengetahuinya.
“Sejak itu saya membuka diri dengan wartawan dan saya ketahui kawan-kawan wartawan dilingkungan kantor gubernur amat baik dan cepat mengerti serta tangap tentang apa yang disampaikan. Kadang kawan-kawan wartawan memberikan masukan dan pandangan yang baik juga untuk kebijakan yang diputuskan,” ujarnya.
Oleh karena kata Irwan Prayitno, OPD mesti membuka diri dan menyampaikan kegiatannya selalu kepada media, apakah berupa event, kegiatan positif sesuai peran dan tupoksi lembaga kita serta juga tentang program kegiatan yang dilakukan dalam aktifitas pekerjaan.
“Pemberitaan di media itu rutin sesuai aktifitas OPD, tidak mesti setiap hari akan tetapi selalu ada minimal 3 atau empat dalam perbulannya.Tidak perlu selalu dalam bentuk pariwara, akan tetapi pemberitaan itu dapat meningkatkan partisipasi publik untuk mendukung setiap program yang sedang dilaksanakan pemerintah,” ajaknya.
Gubernur juga katakan, saat ini pemprov Sumbar sudah memiliki pergub nomor 30/2018, tentang syarat kerjasama media dan wartawan. Jadi tidak perlu ragu atau khawatir.
“Namun untuk teknis pelaksanaan bagaimana baiknya silahkan koordinasi ke Biro Humas. Saya ingin dalam setahun terakhir ini masyarakat Sumbar tahu apa yang kita kerja dan keberhasilan apa yang telah kita capai di masing-masing OPD. Sehingga ini dapat menjadi referensi untuk pemerintahan Sumbar berikutnya”, tegas Irwan Prayitno. (hms/zd)
