TEC Sosialisasikan Perda Perlindungan Anak di Lampung Selatan
Lampung – Setiap anak berhak atas kelangsungan hidup, tumbuh dan berkembang serta berhak atas perlindungan dari kekerasan dan diskriminasi sebagaimana diamanatkan dalam Undang-Undang Dasar Negara Republik Indonesia Tahun 1945.
Anak adalah buah hati generasi penerus bangsa yang diharapkan menjadi anak yang sehat, cerdas, ceria dan diharapkan menjadi anak yang berbudi pekerti luhur.
Namun belakangan ini, bisa kita ketahui baik berita di koran, berita di TV, media online, atau media sosial lainnya sering terjadi adanya kasus kekerasan terhadap anak.
Oleh sebab itu, dibawah Kepememimpinan Gubernur Lampung Ir.H.Arinal Djunaidi dan Anggota Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Lampung gencar melakukan Sosialisasi Perda Nomor 13 Tahun 2017 Tentang Perlindungan Anak di Provinsi Lampung.
Salah satunya adalah Anggota DPRD Provinsi Lampung H. Tony Eka Candra (TEC). Politisi senior Partai Golkar Lampung ini mengajak Akademisi Universitas Tulang Bawang M. Ridho Erfansyah, SH., MH, dan Drs. Rusfian Effendi, MIP guna melaksanakan Sosialisasi Perda (Sosper) Nomor 13 Tahun 2017 di Desa Srikaton Kecamatan Tanjung Bintang Kabupaten Lampung Selatan, Sabtu (22/2/2020).
Hadir dalam kesempatan tersebut, KH. Mukhtar Lutfi.TB, H.Riza Mirhadi,SH, DR (C) Riza Yuda Patria,SH, M.Kn, H.Benny HN Mansyur, S.Sos, SH, Sugeng Kristianto,SH, Maulidya Herlita, Henny Maria Ulfa, Nazirhan,SH, Ariyansah, Erwandi,SE, Arifin Indra Jaya,S.Sos, Aryono Agus, S.Kom, dan Yudha Sukarya.
Dalam sosialisasi yang dihadiri 320 orang lebih peserta yang terdiri dari 16 Desa, masing-masing Desa mengirimkan 20 orang peserta Se-Kecamatan Tanjung Bintang, TEC memaparkan bahwa Pemerintah, orang tua, masyarakat, dan semua unsur lainnya berkewajiban untuk menjamin hak-hak dasar anak dan melindungi anak dari tindakan kekerasan, baik berupa fisik, seksual, penganiayaan emosional, ataupun pengabaian terhadap anak.
TEC yang juga Ketua Komisi IV DPRD Provinsi Lampung ini menyampaikan, pemerintah Provinsi Lampung telah mengeluarkan Peraturan Daerah (Perda) Nomor 13 Tahun 2017 tentang Perlindungan Anak di Provinsi Lampung. Perda tersebut merupakan hasil kerja sama antara pihak Legislatif (DPRD) dengan Eksekutif (Kepala Daerah) yang di dalamnya mengatur kepentingan umum.
“Perda ini penting untuk disosialisasikan, guna untuk mengedukasi masyarakat dan sebagai salah satu wujud kepedulian DPRD dan Pemerintah Provinsi Lampung terhadap pemenuhan hak-hak anak termasuk salah satunya adalah hak untuk dilindungi dari hal-hal yang mengancam fisik dan jiwa anak-anak,” ujar TEC.
Ketua Fraksi Partai Golkar DPRD Provinsi Lampung ini berharap, dengan terbitnya Perda Nomor 13 Tahun 2017, tidak ada lagi anak-anak di Provinsi Lampung khususnya di Lampung Selatan yang tidak mendapatkan pemenuhan hak-haknya dalam menjalani kehidupan sehari-hari.
“Tidak boleh ada anak-anak di Lampung Selatan yang tidak mendapatkan fasilitas kesehatan dan putus sekolah karena tidak punya biaya. Tidak boleh ada anak-anak di Lampung Selatan yang mengalami gizi buruk dan busung lapar karena kemiskinan,” tutup TEC.
Sementara, Akademisi UTB M. Ridho Erfansyah, SH., MH dalam paparannya menjelaskan, dalam BAB II Pasal 3 disebutkan, perlindungan anak bertujuan untuk menjamin terpenuhinya hak-hak anak, untuk dapat hidup, tumbuh, berkembang dan berpartisipasi secara optimal sesuai dengan harkat martabat kemanusiaan serta mendapat perlindungan dari kekerasan, diskriminasi dan ketelantaran, demi terwujudnya anak Lampung yang cerdas, bertaqwa, produktif, dan kompetitif, menuju Lampung maju, sejahtera dan berjaya.
“Dalam BAB III Pasal 4 juga disebutkan, setiap anak berhak untuk dapat hidup, tumbuh, berkembang, dan berpartisipasi secara wajar sesuai dengan usia dan perkembangan psikologinya. Atas harkat dan martabatnya, nama sebagai identitas diri dan status kewarganegaraan, beribadah menurut agamanya, memperoleh pelayanan kesehatan, dan memperoleh pendidikan dan pengajaran sesuai dengan minat dan bakatnya.”
Kemudian dalam Pasal 5 juga disebutkan, setiap anak diwajibkan beribadah sesuai dengan ajaran agamanya, menghormati orang tua, wali dan guru, melaksanakan etika dan akhlak yang mulia, mencintai keluarga, masyarakat dan menyayangi teman, mencintai tanah air bangsa dan negara, serta memperjuangkan masa depannya sendiri.
“Kita berharap, Provinsi Lampung menjadi Provinsi ramah anak, dan tidak ada lagi anak yang menjadi korban eksploitasi dan korban kekerasan, mereka harus kita lindungi bersama agar menjadi generasi penerus yang bermanfaat bagi keluarga, masyarakat bangsa dan negara,” tegasnya.
Hal senada disampaikan oleh Drs.Rusfian Effendi, MIP, yang menekankan untuk membentengi anak dari bahaya kejahatan, peredaran gelap dan penyalahgunaan narkoba.
“dalam Perda ini juga disebutkan untuk memberikan perlindungan khusus bagi anak yang menjadi korban penyalahgunaan Napza (narkotika, alkohol, psikotropika dan zat adiktif lainnya),” pungkas Rusfian. (*).
