Bea Cukai Denpasar Bersama Pemprov Bali Dorong Utilisasi Pelabuhan Benoa

BALI – Bea Cukai Denpasar kembali berupaya meningkatkan perekonomian Bali dengan mendorong peningkatan efisiensi jalur logistik melalui transportasi Laut/Pelabuhan Benoa. Upaya tersebut diatas dilakukan melalui Focus Group Discussion bersama pemerintah Provinsi Bali pada Rabu, (12/2).

(Dishub dan Disperindag), asosiasi, otoritas pelabuhan, importir dan pelaku bisnis di Pelabuhan Benoa pada. Tujuan utama FGD ini diselenggarakan adalah meningkatkan utilisasi Pelabuhan Benoa untuk kegiatan ekspor, impor maupun sebagai sarana logistik transportasi laut dengan tujuan akhir Bali.

Kepala KPPBC TMP A Denpasar, Kusuma Santi Wahyuningsih, dalam sambutan menyampaikan “Kegiatan ini diselenggarakan sebagai langkah pendekatan untuk menggalang komitmen dari seluruh pemangku kepentingan yang terlibat dalam kegiatan bisnis dan tata kelola Pelabuhan Benoa sehingga tercapai kesepakatan dan kebijakan yang pro pelaku usaha.”

Pada saat ini opsi angkutan laut kurang menarik baik untuk kegiatan ekspor, impor maupun kegiatan pengangkutan lokalnya, hal ini terjadi karena beberapa alasan antara lain jadwal angkut pelayaran yang terbatas, infrastruktur yang kurang memadai maupun adanya gap biaya logistik yang signifikan dengan angkutan darat.

Dari sisi cost of logistic, pengangkutan darat mungkin memang lebih menarik. Namun ternyata ada kelemahan dari opsi ini, yaitu dari sisi keamanan selama perjalanan, lamanya waktu tempuh dan yang lebih perlu mendapatkan perhatian adalah adanya social cost yang cukup tinggi yang ditimbulkan, yang tidak ditanggung oleh pelaku usaha namun secara keseluruhan akan mempengaruhi social welfare yang ada antara lain berkurangnya umur jalan dan timbulnya kerusakan infrastruktur jalan akibat Truk-truk yang Over Dimension Over Loading (ODOL) dan kerugian ekonomi bagi pengguna jalan lainnya karena adanya kemacetan akibat laju truk kontainer yang lambat maupun karena jalan yang rusak.

Kepala Dinas Perhubungan Provinsi Bali, IGW Samsi Gunarta menyampaikan “suatu negara dapat menjadi negara maju apabila dia memiliki pelabuhan laut, sehingga Bali seharusnya dapat memanfaatkan pelabuhan yang ada untuk kegiatan perekonomiannya.”
Selama ini telah dibahas mengenai peningkatan ekspor melalui pelabuhan Benoa yang juga telah diinisiasi oleh Bea Cukai Denpasar, dan sebagai balancingnya kita juga perlu melihat potensi peningkatan utilisasi Pelabuhan Benoa dari sisi impor.

Namun demikian patut dicermati bahwa ternyata terdapat kendala dari sisi komoditas yaitu adanya aturan pembatasan impor komoditi tertentu menurut Peraturan Menteri Perdagangan Republik Indonesia Nomor 87/M-DAG/PER/10/2015 Tentang Ketentuan Impor Produk Tertentu. Pada FGD tersebut para pelaku usaha secara antusias memberikan gambaran mengenai kondisi lapangan yang perlu menjadi catatan dan masukan mengenai potensi pengembangan perekonomian Bali melalui beberapa penyesuaian terhadap aturan pemasukan barang-barang tertentu yang termasuk dalam Permendag Nomor 87/M-DAG/PER/10/2015, khususnya yang memang jelas-jelas untuk kebutuhan Bali terutama untuk kebutuhan pariwisata yang merupakan domain dari kegiatan perekonomian di Bali.

Kepala Dinas Perindustrian dan Perdagangan Provinsi Bali, I Wayan Jarta, menyampaikan apresiasi atas inisiasi Bea Cukai Denpasar dan menyambut baik masukan yang diberikan para pelaku usaha. “Masukan Bapak/Ibu akan kami kaji untuk selanjutnya kami lakukan penjajakan terkait kemungkinan penyesuaian kebijakan dengan tetap mengutamakan asas perlindungan terhadap industri lokal,” tutup Wayan Jarta.

Semua pihak yang hadir menyatakan sepakat untuk mendukung upaya peningkatan utilisasi Pelabuhan Benoa, bahkan dari perusahaan pelayaran yang ada bersedia untuk menambah jadwal pelayaran yang awalnya 5 hari sekali menjadi 3 hari sekali dan pihak Pelindo pun berkomimen untuk memperbaiki infrastruktur yang ada dan mengatur penempatan kapal-kapal yang ada. Ke depan akan dilaksanakan diskusi terbatas membahas dan menindaklanjuti hal-hal yang menjadi masukan dalam FGD, termasuk pembahasan untuk usulan perbaikan regulasi yang ada yang pro kepada pelaku usaha.

Bea Cukai Denpasar hadir di tengah masyarakat mengemban fungsi sebagai trade facilitator and industrial assistant, menyatakan siap dan mendukung segala upaya dan kebijakan yang sejalan dengan asas peningkatan perekonomian lokal khususnya dan perekonomian nasional pada umumnya.
