Jong Riau Anti Korupsi Minta KPK Tetapkan Ketua DPRD Riau Indra Gunawan EET Secepatnya

Jakarta – Upaya pemberantasan korupsi di Indonesia sudah dilakukan melalui berbagai cara, namun hingga saat ini masih saja terjadi korupsi dengan berbagai cara pula yang dilakukan oleh oknum-oknum pejabat yang memiliki kekuasaan politik di lembaga-lembaga tertentu. Korupsi adalah bentuk dari kejahatan kemanusiaan yang telah mengeksploitasi hak-hak masyarakat. Korupsi juga menjadi penyakit sosial yang harus segera diberantas bersama-sama sampai ke akar-akarnya.

Diketahui Kasus Suap Proyek Multiyears (MY) Pembangunan Jalan di Kabupaten Bengkalis, yang merugikan negara sebesar Rp 475 miliar sedang ditangani oleh KPK RI. Bahwa pembangunan jalan yang terdiri dari enam paket proyek Multiyears di Kabupaten Bengkalis dengan total anggaran sebesar Rp. 2,5 triliun pada periodisasi 2012-2015. Pada kasus korupsi proyek MY periodisasi ini kami memperhatikan KPK masih “takut” mengungkap korupsi yang dilaksanakan secara berjamaah tersebut. Keterlibatan oknum pimpinan lembaga Negara baik eksekutif maupun legislatif sangat bisa dilihat dengan gagalnya pelaksanaan seluruh proyek-proyek MY tersebut. Sangat mustahil tidak terjadi persekongkolan antara kedua pihak terutama Bupati Bengkalis periode 2010-2015 dan lembaga legislatif (DPRD Kab. Bengkalis Periode 2009-2014) yang memiliki fungsi pengawasan,

Kemudian diantara paket proyek pekerjaan tahun jamak tersebut ada satu paket proyek yang sedari awal kelihatan kejanggalannya yakni proyek MY Pembangunan Jalan Lingkar Duri – Pakning yang dimenangkan oleh PT. Citra Gading Aristama. Paket proyek ini sempat diputuskan kontraknya oleh pemerintah kabupaten Bengkalis karena terungkap pernah di black list oleh bank dunia akibat permasalahan keuangan dan kemudian dimenangkan oleh Mahkamah Agung RI gugatannya untuk melanjutkan pekerjaan tersebut. Dalam pengamatan kami selama lebih kurang Sembilan bulan masa lelangnya sangat naïf jika panitia lelangnya tidak bisa mendeteksi permasalahan tersebut. Saat ini KPK sudah menemukan bukti-bukti terjadinya tindakan korupsi dalam proses lelangnya di tahun 2012 yang lalu hingga penganggaran kembali paket proyek jalan tahun jamak tersebut pasca putusan Mahkamah Agung RI. Oleh karena itu KPK tidak boleh tebang pilih dalam menangani perkara ini.

Kenyataannya sampai dengan saat ini KPK belum mengungkap keterlibatan pihak-pihak yang terlibat dan menikmati uang haram (SUAP) penganggaran kembali proyek tersebut. Salah satunya adalah saudara Indra Gunawan EET (Wakil Ketua DPRD Kab. Bengkalis periode 2014-2019) yang sekarang sebagai Ketua DPRD Riau dan rekan-rekannya di DPRD Kab.

Bengkalis pada peiode 2014-2019 dan mengungkap keterlibatan saudara INDRA GUNAWAN yang juga menjabat sebagai Wakil Ketua DPRD Kab. Bengkalis Periode 2011-2014 dalam perkara korupsi pada seluruh proyek MY pembangunan jalan di kabupaten Bengkalis tahun 2012-2015.

Dalam keterangan Pers nya juru bicara Jong Riau Anti Korupsi Yudi Gultom menyampaikan ” Sangat kelihatan saat ini bagi kami bahwa KPK masih tebang pilih dan belum berani menunjukkan bahwa KPK memiliki keberanian dan integritas yang tinggi untuk mengungkap seluruh pihak yang terlibat tanpa pilih-pilih.
Pada tanggal 09 Oktober 2019 Komisi Pemberantasan Korupsi (KPK) telah melakukan pemeriksaan terhadap saudara Indra Gunawan Eet mantan Wakil Ketua DPRD Kab. Bengkalis yang sekarang sebagai Ketua DPRD Prov. Riau Periode 2019-2024 yang terindikasi kuat merima uang untuk pengesahan anggaran proyek MY Jalan Lingkar Duri-Pakning di Bengkalis dari PT. Citra Gading Aristama (CGA) sewaktu menjabat sebagai Wakil Ketua DPRD Kab. Bengkalis 2014 – 2019.

“Namun sangat disayangkan sampai saat ini KPK terkesan takut menetapkan saudara dan masih saja membiarkan saudara Indra Gunawan Eet menghirup udara segar diluar sana sedangkan negara mengalami kerugian miliaran rupiah dan rakyat semakin sengsara. Oleh karea itu, dengan tegas kami meminta dan mendesak kepada KPK untuk segera:
KPK segera terbitkan SPINDIK dan SPRINKAP terhadap saudara Indra Gunawan Eet (Ketua DPRD Prov. Riau).

KPK segera tetapkan saudara Indra Gunawan Eet (Ketua DPRD Prov. Riau) sebagai tersangka dalam Kasus Suap Proyek Jalan Lingkar Duri-Pakning (Multiyears) di Kab. Bengkalis oleh PT. Citra Gading Aristama.
KPK harus jujur dan sampaikan nama nama uanggota DPRD yang menerima uang dari PT. CGA kepada masyarakat Kab. Bengkalis.
Meminta kepada KPK agar tidak tebang pilih dalam menyelesaikan kasus Kasus Suap Proyek Multiyers Pembangunan jalan di Kabupaten Bengkalis yang merugikan negara sebesar Rp475 miliar.
