Jakarta – Menteri Ketenagakerjaan, Ida Fauziyah, meminta para pekerja migran Indonesia (PMI) yang bekerja di luar negeri, khususnya di Tiongkok agar tetap waspada terkait penyebaran virus corona yang sedang merebak dan menyebar ke berbagai negara.
Tak hanya itu, Kemnaker juga telah menerbitkan Surat Edaran yang ditujukan kepada Kepala Dinas Ketenagakerjaan (Disnaker) Provinsi dan pimpinan perusahaan se-Indonesia terkait Kewaspadaan Penyebaran Penyakit Pneumonia Berat Yang Tidak Diketahui Penyebabnya pada Pekerja tersebut.
“Saya berpesan agar teman-teman WNI/PMI di luar negeri tetap tenang, tetap berhati-hati, dan terus waspada terhadap bahaya penyebaran virus corona. Kita juga minta hal serupa kepada para pekerja di dalam negeri,” kata Menaker Ida dalam keterangan pers Biro Humas Kemnaker pada Rabu (29/1).
Menteri Ida mengatakan, sejak kejadian virus corona, pihaknya langsung mengintruksikan kepada atase ketenagakerjaan di negara-negara penempatan untuk segera bertindak dan berkoordinasi melalui Kementerian Luar Negeri dan KBRI/KJRI, guna meminimalisir kemungkinan terjangkitnya virus corona kepada PMI.
“Virus Corona sangat berbahaya dan terus menyebar ke berbagai negara. Kita di Indonesia sangat prihatin dan terus berdoa agar para pekerja migran Indonesia (PMI) di China dan negara-negara lainnya tetap aman dan selamat,” kata Ida.
Menteri Ida menambahkan, pneumonia yang diduga disebabkan oleh virus corona ini pertama kali muncul di Tiongkok dan telah merambah ke sejumlah negara. Untuk itu, kewaspadaan terhadap pneumonia ini harus ditingkatkan untuk mengantisipasi kedatangannya ke Indonesia.
“Kewaspadaan ini perlu dilakukan jika sewaktu-waktu menyebar ke Indonesia, sehingga kita dapat menghindarkan diri dari dampak negatif bagi dunia usaha dan ketenagakerjaan,” kata Menaker Ida.
“Berdasarkan kondisi tersebut, sektor ketenagakerjaan harus mengatisipasi secara serius dan meningkatkan kewaspadaan terhadap penyakit tersebut. Saya telah intruksikan kepada Dirjen Binwasnaker dan K3 untuk menerbitkan surat edaran khusus terkait virus corona ini,” terang Menaker Ida.
Surat Edaran
Untuk mengantisipasi dampak pneumonia berat ini di dunia ketenagakerjaan, Kemnaker melalui Direktorat Jenderal Pembinaan Pengawasan Ketenagakerjaan dan Keselamatan dan Kesehatan Kerja (Binwasnaker dan K3) menerbitkan Surat Edaran Nomor B.5/51/AS.02.02/I/2020 perihal Kewaspadaan Penyebaran Penyakit Pneumonia Berat Yang Tidak Diketahui Penyebabnya pada Pekerja.
Plt. Dirjen Binwasnaker dan K3 Kemnaker, Iswandi Hari mengatakan surat edaran tertanggal 24 Januari 2020 ini ditujukan kepada Kepala Dinas Ketenagakerjaan (Disnaker) Provinsi dan pimpinan perusahaan se-Indonesia.
Dalam surat edaran ini, Kepala Disnaker dan pimpinan perusahaan diimbau untuk melakukan pembinaan dan pengawasan terhadap pelaksanaan K3, khususnya dalam upaya pencegahan pneumonia berat yang tidak diketahui penyebabnya; serta menyebarluaskan informasi kepada jajaran organisasi dan pihak terkait yang berada di wilayah pembinaan terhadap kasus pneumonia berat yang tidak diketahui penyebabnya terhadap sektor ketenagakerjaan.
“Kita juga meminta agar segera dilakukan pendataan dan melaporkan kepada instansi terkait setiap kasus atau yang patut diduga kasus pneumonia berat yang tidak diketahui penyebabnya di tempat kerja; serta mewajibkan kepada setiap pimpinan perusahaan untuk melakukan antisipasi terhadap kasus pneumonia berat yang tidak diketahui penyebabnya dengan melakukan tindakan-tindakan pencegahan,” kata Plt. Dirjen, Iswandi, mengutip surat edaran.
“Semua harus menerapkan perilaku hidup bersih dan sehat dengan mengintegrasikan dalam program K3, pemberdayaan panitia Pembina K3, dan optimalisasi fungsi pelayanan kesehatan kerja,” kata Plt Dirjen Iswandi.
Selanjutnya, surat edaran tersebut juga mengimbau setiap pimpinan perusahaan agar melaksanakan ketentuan Permenakertrans No. PER.02/MEN/1980 tentang Pemeriksaan Kesehatan Tenaga Kerja dalam Penyelenggaraan Keselamatan Kerja, serta Permenakertrans No. PER.03/MEN/1982 tentang Pelayanan Kesehatan Kerja Sebagai Bagian Dari Penerapan Syarat-syarat Keselamatan dan Kesehatan Kerja. Selain itu, surat edaran ini juga mengimbau pimpinan perusahaan agar membina kepada pekerja/buruh untuk melakukan sejumlah langkah pencegahan.
Dirjen Iswandi menambahkan, pimpinan perusahaan juga diimbau untuk memberikan informasi kepada pekerja/buruh tentang kasus pneumonia berat yang tidak diketahui penyebabnya di tempat kerja, serta rencana kesiapsiagaan dalam menghadapinya.
“Diimbau juga untuk berkoordinasi dengan pihak terkait dalam upaya pencegahan penyebaran pneumonia berat yang tidak diketahui penyebabnya di tempat kerja,” papar Iswandi.
