Menuju Indonesia Maju, World Bank Berikan Rekomendasi Bangun Kelas Menengah

JAKARTA – Pada acara World Bank’s Report on Aspiring Indonesia-Expanding the Middle Class, dibuka dengan penayangan sebuah video yang menyampaikan bahwa 115 juta jiwa di Indonesia atau setengah dari populasi di Indonesia sudah berhasil lolos dari kelompok miskin, namun bukan berarti mereka dapat bertahan di garis tersebut atau berlanjut ke dalam kelompok kalangan kelas menengah. Jika mereka mendapat dukungan untuk masuk ke kelompok kelas menengah, maka akan ada perubahan positif yang berdampak terhadap kesejahteraan semua orang di negara ini.

“Ide yang disampaikan studi Bank Dunia (World Bank) sangat-sangat penting dan juga sangat sesuai dengan pemikiran maupun arah policy pemerintah,” buka Menkeu di sesi panel bersama Yenny Wahid di Soehana Hall, Jakarta, Kamis (30/01).

Menkeu menjelaskan bahwa dalam mendesain sebuah kebijakan, pemerintah selalu menyampaikan sasaran pembangunan. Seperti saat pemerintah menaikkan harga BBM yang sangat tidak populer, namun pada saat yang sama, kesempatan itu dijadikan momen untuk membangun Jaring Pengaman Sosial (JPS) yang sekarang menjadi Program Keluarga Harapan (PKH).

Ia menambahkan, Indonesia dalam 15 tahun terakhir perjalanan pembangunan, terus berusaha menguatkan kelas menengah tetapi masih belum merata. Ia mengatakan, hal ini perlu evaluasi lebih lanjut untuk mengetahui sumber permasalahannya.

“Dari yang dipresentasikan oleh Vivi (World Bank), dari sisi arah kebijakan itu sudah diadopsi bahkan diimplementasikan. Seperti persamaan, pelayanan dan akses. Dari 20% anggaran pendidikan cara kita membelanjakan itu berevolusi. 34% dari anggaran tersebut dialokasikan ke pemerintah daerah. Namun kapasitas tiap daerah berbeda-beda,” tukasnya.

Rekomendasi dari World Bank sudah dilakukan dan pemerintah akan terus berusaha untuk mengatasi tantangan perbedaan kapasitas daerah dalam memanfaatkan transfer dana ke daerah.
