JAKARTA – Saat ini, peran TNI dan Polri berada pada era perubahan yang terus berkelanjutan, semuanya bergerak dinamis, termasuk dalam kehidupan berbangsa dan bernegara. Perubahan itu akan terjadi secara terus menerus dan tidak ada yang tetap statis di dunia ini.

Hal tersebut disampaikan Panglima TNI Marsekal TNI Dr. (H.C.) Hadi Tjahjanto, S.I.P. didampingi Kapolri Jenderal Pol Drs. Idham Azis, M.Si., Kasal Laksamana TNI Siwi Sukma Adji, S.E., M.M., Kasau Marsekal TNI Yuyu Sutisna, S.E., M.M., dan Wakasad Letjen TNI Tatang Sulaiman saat membuka Rapat Pimpinan (Rapim) TNI-Polri tahun 2020, bertempat di GOR A. Yani Mabes TNI, Cilangkap, Jakarta Timur, Selasa (28/1/2020).

Panglima TNI mengatakan bahwa ada arah baru pasca reformasi, dimana terjadinya perubahan struktur Angkatan Bersenjata Republik Indonesia (ABRI). Tuntutan reformasi yaitu Polri harus dipisahkan dari ABRI, untuk memisahkan fungsi Pertahanan dan fungsi Keamanan. Dua puluh tahun pasca reformasi berlalu, secara organisasi TNI-Polri benar-benar terpisah. Tetapi secara spektrum penugasan masih ada irisan kemiripannya dan tidak pernah terjadi segregasi atau pemisahan total antara TNI-Polri.

Dalam lingkup yang lebih luas, ada spektrum ancaman dan permasalahan-permasalahan bangsa yang harus dituntaskan secara bersama-sama antara TNI dan Polri. Pada kondisi perang, militer harus memenangkan pertempuran, tetapi pada masa damai, militer harus persuasif. Ada transisi diantara dua kondisi itulah blurring boundaries yaitu menjaga stabilitas keamanan terutama dihadapkan pada spektrum ancaman keamanan yang lebih luas dan spektrum tugas yang semakin melebar yang harus dituntaskan secara bersama (sinergi).

Pada Rapim kali ini, Panglima TNI memberikan penekanan tentang kebijakan TNI dalam menghadapi tugas-tugas ke depan yang terkait dengan Polri. Pertama, amankan Pilkada secara Serentak dan PON XX. Pilkada serentak akan diselenggarakan kontestasi pemilihan 9 Gubernur, 224 Bupati dan 37 Walikota di berbagai daerah. Begitu juga pada pelaksanaan PON XX di Papua, kegiatan ini perlu menjadi perhatian yang penting agar bejalan aman dan lancar. Aparat TNI-Polri perlu kerja sama yang bersinergi untuk mengamankan Papua dan daerah lainnya.

Kedua, antisipasi dan siaga bencana alam maupun bencana kemanusiaan. Setiap Komando atau Satuan Kewilayahan harus punya analisa kerawanan dan rencana kontinjensi di wilayah tanggungjawabnya.  Ketiga, waspadai eksploitasi sumber daya alam ilegal berlebihan. Kasus di Laut Natuna Utara menjadi pelajaran penting agar tidak bisa terjadi di wilayah lain. Penambangan liar, penggundulan hutan yang merusak lingkungan harus dihentikan dan pelakunya harus diproses sesuai dengan hukum yang berlaku.

Rapim TNI-Polri tahun 2020 diikuti oleh 359 peserta terdiri dari 186 Pejabat Mabes TNI dan Angkatan, 173 Pejabat Polri. Rapim TNI-Polri tahun 2020 mengangkat tema “Dilandasi Profesionalitas, Soliditas, dan Sinergisitas, TNI-Polri Siap Mengamankan Pilkada Serentak tahun 2020 Serta Mengawal Pembangunan Nasional Dalam Rangka Menuju Indonesia Maju”.  Tema ini sebagai bentuk antisipasi ancaman nyata yang sulit diprediksi yang berpengaruh pada stabilitas nasional ke depan.
