DPD RI Siap Lahirkan UU Daerah Kepulauan

JAKARTA – Rapat Dengar Pendapat Umum (RDPU) Komite I DPD RI bersama dengan Dirjen Bina Pembangunan Daerah Kemeterian Dalam Negeri, Gubernur Sulawesi Tenggara (Ketua Badan Kerja Sama Provinsi Kepulauan), dan Tim Ahli Penyusunan RUU Daerah Kepulauan pada hari ini, pukul 10.00 WIB, Senin (27/1/2020).

Rapat berlangsung di hadiri oleh sejumlah Anggota DPD RI Komite I, Dirjen dan Tim Ahli RUU di Gedung Nusantara, Ruang Komite I DPD RI.

Tentu dalam rapat ini Menurut Senator DPD RI Fachrul Razi selaku Pimpinan Rapat dilatar belakangi oleh beberapa hal; Pertama, negara gagal hadir secara efektif di suatu rupa bumi bernama; wilayah Kepulauan. Kedua, Kekosongan/kekurangan peraturan dalam konstruksi hukum Indonesia Mengenai Kepulauan (UU 23/2014 & UU sektoral) dan Ketiga, Bias pembangunan daratan dan ketidakadilan bagi kepulauan.

Razi menambahkan dalam Pandangan DPD RI, Kewenangan pemerintah daerah kepulauan mengacu pada prinsip prinsip UNCLOS 1982 sebagai Konsekuensi negara Indonesia sebagai negara kepulauan.

“Saat ini, RUU Daerah Kepulauan menjadi Inisiatif Komite I DPD RI dan masuk dalam Prioritas Prolegnas 2020 yang segera akan dibahas bersama dengan pemerintah dan DPD RI. Pungkas Fachrul, khas Senator Garis Keras.

Lanjut Senator Garis Keras “Karena itu, dalam rangka menyamakan persepsi terhadap Daerah Kepulauan, maka Komite I DPD RI mengadakan Rapat Dengar Pendapat dengan mengundang Dirjen Bina Pembangunan Daerah Kemendagri selaku wakil dari Pemerintah yang akan ikut membahas RUU Daerah Kepulauan dalam Pembahasan Bersama di DPR RI, Gubernur Sulawesi Tenggara selaku Ketua Badan Kerjasama Provinsi Kepulauan, dan Tim Ahli RUU Daerah Kepulauan yang diinisiasi oleh Komite I DPD RI.

UU Daerah Kepulauan ini juga mengatur 8 provinsi kepulauan dan 86 Kab/Kota Kepulauan di Indonesia. Tutup Fachrul Razi dalam Rapat Komite I DPD RI (MA)
