BPDPKS Dukung Industri Sawit Indonesia Lebih Berkelanjutan

JAKARTA – Badan Pengelola Dana Perkebunan Kelapa Sawit (BPDPKS) memberi dukungan untuk industri sawit Indonesia lebih berkelanjutan. Badan Layanan Umum (BLU) di bawah koordinasi Kementerian Koordinator Bidang Perekonomian ini mempaparkan hal itu dalam konferensi pers akhir tahun 2019 di Jakarta, Kamis, 19 Desember 2019.

Narasumber dalam acara tersebut antara lain Direktur Utama BPDPKS Dono Boestami, Direktur Keuangan, Umum, Kepatuhan, dan Manajemen Risiko Catur Aryanto Widodo, Direktur Penghimpunan Dana Sunari, Direktur Penyaluran Dana Edi Wibowo, Direktur Perencanaan dan Pengelolaan Dana Kabul Wijayanto,  dan Plt Direktur Kemitraan Muhammad Ferian.

Dono Boestami mengatakan, sejak dibentuk pada pertengahaan 2015 hingga saat ini, BPDPKS telah berhasil melakukan dukungan dana pada berbagai program Pemerintah, antara lain untuk penyaluran dana dukungan program biodiesel. Penyaluran dukungan dana biodiesel ini selain dimaksudkan untuk mengurangi ketergantungan Indonesia kepada impor minyak solar dan minyak mentah, juga merupakan instrumen kebijakan Pemerintah untuk menciptakan stabilitas harga Tandan Buah Segar (TBS) di dalam negeri.

“Dengan kemampuan menyerap kelebihan CPO di pasar domestik, program biodiesel telah mendorong keseimbangan pasar menuju tingkat harga yang lebih baik dibandingkan periode sebelum BPDPKS didirikan. Sejak 2015 sampai saat ini, program biodiesel telah mempertahankan tingkat harga CPO rata-rata di atas USD550/ton,” paparnya.

BPDPKS juga aktif dalam dukungan dana guna persiapan program B30 di awal 2020, antara lain melalui dukungan dana untuk keperluan uji coba mesin dan bahan bakar biodiesel termasuk sosialisasi program biodiesel kepada masyarakat.
Program yang tidak kalah penting dalam mempertahankan komoditas utama di Indonesia ini adalah program peremajaan sawit rakyat untuk meningkatkan produktivitas kebun swadaya, dan memenuhi permintaan minyak nabati dunia yang diproyeksikan akan terus meningkat.

“Untuk menyukseskan program Peremajaan Sawit Rakyat (PSR), BPDPKS turut memberikan dukungan dengan menyalurkan bantuan dana sebanyak Rp25 juta per hektare per petani. Sampai dengan bulan November 2019 telah tersalur dana PSR sebesar Rp2,4 Triliun dengan luasan lahan sebesar 98.869 Ha dan melibatkan 43.881 pekebun yang tersebar di 21 Propinsi dan 106 Kabupaten di Indonesia,” paparnya.

Pencapaian tersebut meningkat drastis pada 2019, yaitu peningkatan penyaluran dana sebesar 622% dibandingkan 2018. Hal itu disebabkan adanya penyempurnaan pada proses bisnis dukungan dana peremajaan, antara lain penyederhanaan proses yang semula terdiri dari 14 persyaratan saat ini disimplifikasi menjadi 8 persyaratan. Selain itu, untuk memberi akses yang lebih luas kepada para petani yang membutuhkan dana peremajaan, sejak pertengahan 2019 telah diluncurkan program Aplikasi Peremajaan Sawit Rakyat On-line (PSR On-line).

Peran BPDPKS dalam mendukung kemajuan industri sawit nasional juga turut diberikan pada sektor penelitian dan pengembangan.  Penelitian dan pengembangan berperan sangat besar dalam memastikan industri sawit Indonesia terus berinovasi dan berkreasi untuk mengimbangi peningkatan permintaan dan tuntutan industri yang berkelanjutan dari pasar dunia. “Pada 2019 telah tersalurkan dana untuk penelitian dan pengembangan sebesar Rp98,4 miliar. Jumlah tersebut menunjukkan peningkatan dibandingkan 2018 yang realisasi penyalurannya mencapai Rp48,9 miliar,” jelasnya.

Pengembangan Sumber Daya Manusia (SDM) di sektor sawit juga terus dilakukan baik terhadap petani maupun kepada putra dan putri petani sawit. “BDPKS turut mendukung pengembangan SDM sawit dengan memberikan pelatihan maupun penyediaan bea siswa bagi putra putri petani sawit. Untuk tahun 2019, jumlah dana pengembangan SDM yang telah disalurkan mencapai Rp30,8 miliar, meningkat dari realisasi tahun 2018 sebesar Rp16,2 miliar,” jelasnya.

Sementara itu, untuk penyaluran dana promosi, hingga November 2019, BPDPKS telah menggunakan dana sebesar Rp37,7 miliar yang digunakan antara lain untuk mendukung upaya Pemerintah RI untuk menghadapi diskriminasi Eropa terhadap sawit dan produk turunannya. Jumlah ini menunjukkan peningkatan dibandingkan tahun 2018 yang realisasinya mencapai Rp30,3 miliar.
Rencana ke Depan

Dono menjelaskan, upaya stabilisasi harga melalui program penggunaan biodiesel yang mulai Januari 2020 akan ditingkatkan dari semula campuran 20% biodiesel pada setiap liter bahan bakar solar (B20) menjadi B30. Selain itu, BPDPKS menyediakan dukungan dana bagi pengembangan industri bahan bakar berbasis sawit.

“Dengan program ini, diharapkan Indonesia akan mampu menghasilkan minyak mentah dari sumber daya nabati sawit yang berasal dari dalam negeri dan mengurangi ketergantungan akan impor minyak mentah dari luar negeri,” katanya.

Program peremajaan akan diarahkan untuk meremajakan pohon sawit untuk 500 ribu hektare selama 3 tahun ke depan. Untuk ini, tengah dipersiapkan perbaikan pada prosedur dan tata kerja program peremajaan termasuk alternatif untuk menggunakan pihak surveyor untuk melakukan verifikasi petani dan lahan yang akan didanai dengan dana peremajaan BPDPKS. Upaya ini akan didukung dengan konsolidasi data lahan dan produksi sawit, pendataan petani sawit rakyat, perbaikan tata kelola pasokan dari petani ke pabrik kelapa sawit dan perbaikan infrastruktur logistik serta penyediaan akses yang lebih luas kepada petani swadaya atas informasi yang penting untuk meningkatkan daya tawar petani swadaya dalam penjualan TBS dan hasil sawit lainnya.

Dalam bidang penelitian dan pengembangan, BPDPKS mendorong riset yang tepat guna dan dapat diaplikasikan oleh masyarakat khususnya petani sawit. Riset-riset tersebut akan diarahkan untuk mempercepat proses hilirisasi produk sawit. “Dengan riset-riset seperti ini, maka petani sawit dan industri sawit dapat meningkatkan nilai jual TBS produksi sawit yang selama ini hanya bersumber dari hasil CPO menjadi produk-produk turunan lainnya yang memiliki nilai jual yang lebih tinggi. Program ini juga memprioritaskan pengembangan pasar domestik untuk mengurangi ketergantungan Indonesia terhadap pasar global,” katanya.

Pengembangan SDM petani terus dilanjutkan untuk menciptakan petani dan pelaku industri yang memiliki pengetahuan dan keterampilan yang lebih tinggi sehingga dapat meningkatkan produktivitas industri sawit baik di sektor hulu maupun hilir.
Untuk promosi, BPDPKS berkomitmen menyediakan dukungan dana untuk memperluas pasar ekspor antara lain di negara China, India dan Pakistan. Pada pasar domestik, BPDPKS akan mendukung upaya untuk mengenalkan penggunaan sawit pada bidang kesehatan seperti penggunaan minyak goreng kemasan dan minyak sawit untuk pencegahan stunting.

BPDPKS adalah Badan Layanan Umum (BLU) yang memiliki visi menjadi badan pengelola dana yang terpercaya dalam pengembangan sawit berkelanjutan sebagai komoditas strategis nasional untuk kesejahteraan rakyat Indonesia.

Misi BPDPKS menjalankan kebijakan Pemerintah dalam program pengembangan sawit berkelanjutan melalui penghimpunan, pengembangan , dan penyaluran dana sawit yang terpadu dan tepat guna, secara profesional dan akuntabel, untuk kepentingan: Pengembangan Sumber Daya Manusia; Penelitian dan Pengembangan; Promosi; Peremajaan; Sarana dan Prasarana; Pemenuhan Kebutuhan Pangan; Hilirisasi Industri Perkebunan Kelapa Sawit; Penyediaan dan Pemanfaatan Bahan Bakar Nabati.
Dengan visi dan misi tersebut, BPDPKS instrumen Pemerintah yang dibentuk mengelola dana sawit untuk Program Pemerintah yang menjadi tugas berbagai Kementerian/Lembaga yang memiliki tugas dan tanggung jawab mengenai pengembangan industri sawit.

Karenanya, keberhasilan dukungan pendanaan yang dilakukan BPDPKS tidaklah tertumpu seluruhnya pada BPDPKS, tetapi juga tergantung pada kualitas program yang diajukan Kementerian/Lembaga tersebut.(**)
